Blair Duncan is the Chief Human Capital Officer (CHCO) of the Cybersecurity and Infrastructure Security Agency.
He brings a wealth of experience to CISA, with more than 35 years of dedicated service as a senior leader in human capital, human resources, leadership development, management, and operations within Federal Government, including the Department of Defense.
Before joining CISA in June 2024, Mr. Duncan was an independent consultant, providing commercial organizations with expert guidance on modernizing federal government human capital and human resources operations. Prior to his consulting work, he served as the Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer for the Department of Health and Human Services. In this role, he provided transformational leadership and oversight for HR policies and programs supporting over 85,000 employees worldwide.
He is also a retired U.S. Army officer, holding a Master of Public Administration degree from Troy University and a Bachelor's Degree in Environmental Science from Shippensburg University.
