Nicole Windham
Chief Operations Support Officer
Nicole Windham is the Chief Operations Support Officer for the Cybersecurity and Infrastructure Security Agency. As the Chief Operations Support Officer, she oversees the facility, logistic and environmental functions for CISA, including the CISA Headquarters Consolidation project and regional build outs across the nation.
Prior to this role, she was the Director of Management for the Department of Homeland Security (DHS) National Protection and Programs Directorate (NPPD) where she oversaw the budget, finance, human resources, information technology, and administrative services for the Directorate. Windham also served as the NPPD Director of Budget and Financial Administration overseeing the budget and financial operations for the Directorate’s $3 billion annual appropriations and fee collections, including cybersecurity, infrastructure protection, identity management, and the protection of federal facilities.
Prior to joining DHS, Windham was an associate at Booz Allen Hamilton. She served as program manager of several DHS Component engagements, providing budget and finance, human resources, information technology, and strategic planning support. She also previously worked at Lockheed Martin, where she supported the Joint Strike Fighter, the Coast Guard Deepwater program, and the Aegis Combat System.
Windham attended the DHS Capstone Program, Department of Defense Vanguard Senior Executive Development Program, and the Federal Executive Institute Leadership in a Democratic Society. She received a B.S. in Business from Drexel University where she was a member of the Division. I field hockey team. She resides in Virginia with her husband and two children.
