Chemical Security Assessment Tool (CSAT)
CFATS Announcement
As of July 28, 2023, Congress has allowed the statutory authority for the Chemical Facility Anti-Terrorism Standards (CFATS) program (6 CFR Part 27) to expire.
Therefore, CISA cannot enforce compliance with the CFATS regulations at this time. This means that CISA will not require facilities to report their chemicals of interest or submit any information in CSAT, perform inspections, or provide CFATS compliance assistance, amongst other activities. CISA can no longer require facilities to implement their CFATS Site Security Plan or CFATS Alternative Security Program.
CISA encourages facilities to maintain security measures. CISA’s voluntary ChemLock resources are available on the ChemLock webpages.

The Chemical Security Assessment Tool (CSAT) is an online portal that houses the surveys and applications facilities must submit to the Cybersecurity and Infrastructure Security Agency (CISA) to determine which facilities are considered high-risk under the Chemical Facility Anti-Terrorism Standards (CFATS).
Accessing CSAT
Chemical-Terrorism Vulnerability Information (CVI)
CSAT is a secure web-based system that is only accessible to individuals who have completed Chemical-terrorism Vulnerability Information (CVI) training and certification. Individuals must complete the CVI training and apply for access.
Complete CVI Authorized User Training
Register Your Facility for CSAT Access
After completing CVI training, facilities should register for a user identification and password on the CSAT website. The Agency will validate a facility's registration and notify the facility on how to access CSAT.
Submitting Top-Screen Survey
Once login credentials are provided, facilities can then log in to CSAT to complete the Top-Screen survey. The information a facility submits is used by the Agency to determine if they are considered a high-risk chemical facility covered by CFATS.

CSAT Top-Screen
The Top-Screen survey is an online, easy-to-use survey in CSAT by which facilities report possession of chemicals of interest (COI) at or above the reporting quantities and concentrations listed in Appendix A of the CFATS regulation.
Top Screen Submission Tips
CISA has identified a number of helpful tips to assist with completing and submitting a Top-Screen.
Submitting Security Plan
Following the review of a facility’s Top-Screen submission, CISA will notify the facility if it is considered to be high-risk and covered under CFATS, and assigned to Tier 1, 2, 3, or 4, with Tier 1 representing the highest risk. All CFATS-covered chemical facilities are required to submit a Security Vulnerability Assessment (SVA) and one of two types of security plans—Site Security Plan (SSP) or the Alternative Security Program (ASP)—through CSAT for CISA approval.

If a facility is considered high-risk, the Security Vulnerability Assessment (SVA) and Site Security Plan (SSP) surveys will unlock in their CSAT account.

Update CSAT Account Information
To ensure that a facility continues to receive CFATS and CSAT communications, the Agency encourages individuals to log in to CSAT and select the “Update My Information” link to confirm that all information is correct and up to date. This tool allows individuals to edit information entered during CSAT registration and may be used to:
- Update personal information (i.e., address, phone number, etc.)
- Change password
- Transfer responsibilities to another CSAT user
Note: If you have more than one username, please remember to update the information associated with each one.
