Homeland Security Information Network — Critical Infrastructure (HSIN-CI) Dams Portal
The HSIN-CI Dams Portal allows Dams Sector partners to effectively collect and distribute information to federal, state, and local agencies and the private sector. It provides access to templates, guidelines, and models to assist other owners and operators in developing plans addressing security, recovery, continuity of operations, cybersecurity, and exercises.
Dams Sector Crisis Management Suite
The Dams Sector Crisis Management Suite helps owners and operators to understand the principles of crisis management and build a crisis management program. The suite includes educational materials, planning templates, and exercise support to test the plans included in the program.
Dams Sector Consequence-Based Top Screen
This consequence-based method assists in identifying critical facilities within the Dams Sector. Critical facilities are highly important facilities, and their failure or disruption would have the highest possible effect compared to other sector assets.

Dams Sector Tabletop Exercise Toolbox
The Dams Sector Tabletop Exercise Toolbox (DSTET) provides dam owners and operators with exercise planning resources to address sector-specific threats, issues, and concerns related to the protection of dams. Included in DSTET are five scenarios and associated templates, customizable by the organization, to facilitate an interactive, discussion-based exercise focused on owner and operator response and coordination with other entities during adversarial incidents or potential attacks on their facility. Exercise planners can choose from one of five scenarios—Active Shooter Threat, International Adversary Threat, Cyber Threat (Internal), Cyber Threat (External), and All-Hazards Threat—and tailor the exercise details to match the facility's operational environment and needs. Dams Sector Security Toolkit for State Dam Safety Offices
The Dams Sector Security Toolkit supports the efforts of State Dam Safety Offices to promote, educate, and train owners and operators on critical infrastructure security and resilience practices as a component of comprehensive risk management. The toolkit includes downloadable materials (e.g., fact sheets, presentations) that State Dam Safety Offices can use to to facilitate security-related discussions during engagements with owners and operators. The toolkit is intended for use by State Dam Safety Office personnel cleared for access to the toolkit community of interest on the Homeland Security Information Network — Critical Infrastructure (HSIN-CI) Dams Portal.
