Intent: Comparative database of all census tracts. Create databases to help emergency response planners and public health officials ID and map communities that will most likely need help before, during, and after a hazardous event. (e.g. estimate amount of needed supplies, decide how many emergency personnel, ID areas in need of emergency shelter, plan evacuation routes, ID communities that need continued support)

The SVI uses a ranking system for census tracts that is comprised of 15 social factors and is designed to help emergency response planners and public health officials identify and map communities that will most likely need support before, during, and after a hazardous event

Caveats

Of all the indices, this is the one that seems to be picked up by a government agency and utilized via a web portal (by the CDC)
