3 Steps: identify potential threats, the impacts they could have, and the capabilities needed to mitigate damages

Inputs: Potential threats, their consequences, and current response / recovery capabilities
Outputs: Capability targets including timeframe metrics, critical tasks, and impacts

Methodology is intended for communities but can be translated to the port context; FEMA tool must be obtained by the appropriate Regional POC; Should be used with SPR
