Overview 

Having a viable and executable action plan in place is essential to reduce the threat to a facilities occupants and visitors in the event of an emergency. The prevalence of the hybrid-work environment makes this more challenging as legacy methods for handling emergencies, such as the use of "floor wardens," have become difficult to implement. This new-normal in the working environment places a premium on training and exercises designed to achieve all-hands preparedness. The new working environment also requires us to address the hallmarks of these actions plans, such as emergency notification and accountability, in new ways.  

This webinar will provide recommendations for tailoring occupant emergency plans to effectively safeguard employees and visitors and to enable a better understanding of special populations. 

Recognizing the need for updated Occupant Emergency Program guidance, the ISC established a working group to review and update the initial guidance issued in 2013 to address new concerns about prevention, protection, response, and recovery activities as well as lessons learned from the COVID-19 pandemic. Leveraging the ISC’s diverse membership, the Occupant Emergency Programs Working Group drew upon a spectrum of relevant subject matter experts to establish basic procedures for safeguarding lives and property in and around the facility during emergencies. These efforts culminated in the release of Occupant Emergency Programs: An Interagency Security Committee Guide – 2024 Edition.  

The ISC developed this guide to ensure the safety and security of the hundreds of thousands of people who work in and visit federally owned or leased facilities. The guide contains critical information to assist department and agency security planners in developing and reviewing Occupant Emergency Programs for the safety and security of employees and visitors at non-military federal locations. 

At the end of the webinar, participants will be able to: 

Learning Objective #1: Identify key elements and considerations for an Occupant Emergency Program and Occupant Emergency Plan in the new hybrid-work environment. 

Learning Objective #2: Compare and contrast the legacy roles-based approach to handling emergencies with the new all-hands preparedness concept, which empowers individuals to act on their own through planning, training, and exercises. 

Learning Objective #3: Recognize occupant emergency roles and responsibilities as well as the resources available to assist them.
