The Cybersecurity and Infrastructure Security Agency (CISA) has published its Public Safety Communications Security white paper

Public safety personnel rely on their ability to share information. During critical missions, some of that information, such as messages related to tactical and investigative law enforcement operations, disaster response, and medical emergencies, can be highly sensitive and confidential. If unauthorized persons intercept or otherwise compromise such information, responders’ and citizens’ safety and privacy could be at risk.

Communications Security (COMSEC) is a set of integrated policies, procedures, and technologies used to protect sensitive information. CISA’s Public Safety Communications Security white paper concisely explains the importance of COMSEC, the basic elements of a COMSEC program, and how to develop an effective strategy to prevent and mitigate unauthorized access to information. Encryption is featured as a critical component of COMSEC, along with best practices for implementing encryption without compromising interoperability.
