Region 10 Leaders
Region 10 Director Patrick J. Massey
Mr. Massey serves as the Regional Director of the Cybersecurity and Infrastructure Security Agency (CISA) Region 10 office in Seattle where he is responsible for assisting private and public sector partners enhance the security and resiliency of critical infrastructure facilities and systems in the states of Alaska, Idaho, Oregon, and Washington.
Prior to joining CISA in 2016, Mr. Massey served for twenty years with the Federal Emergency Management Agency (FEMA) Region 10 office including as the Director, National Preparedness Division, Regional Integration Branch Chief, Technological Hazards Branch Chief, and as a Hazard Mitigation Specialist. In addition, Mr. Massey served in various operational assignments on numerous disasters throughout the country over his career. Prior to joining FEMA, Mr. Massey served as the Assistant State Hazard Mitigation Officer with the Illinois Emergency Management Agency.
Trained as a Nuclear, Biological, and Chemical Officer in the United States Army, Mr. Massey served in a tank battalion in Germany and in the First Gulf War. Mr. Massey is a career member of the United States Senior Executive Service. He holds several professional certifications including CISM, CRISC, and CPP, and has earned a B.S. in Electrical Engineering Technology, and an M.S. in Environmental Planning from Southern Illinois University, an M.A. in Security Studies from the Naval Postgraduate School, and an M.A. in Strategic Studies from the United States Army War College.
Region 10 Election Security Advisor Lori Augino
Lori serves as the Region 10 Election Security Advisor for the Cybersecurity and Infrastructure Security Agency (CISA) in the U.S. Department of Homeland Security (DHS). She leads the Region’s election security engagement strategy. Her mission is to connect state and local election leaders with CISA services to help better prepare and protect critical elections infrastructure.
Prior to joining CISA, Lori served as the Director of Elections for the Washington Office of the Secretary of State where she was responsible for the oversight of all federal, state, and local elections. Prior to serving as Director of Elections, Lori worked for the Pierce County Auditor’s Office as a local election official for nearly 18 years.
Lori serves as a member of the Committee for Safe and Secure Elections, a participant on the Bipartisan Policy Center’s Task Force on Elections and is a Certified Elections Registration Administrator (CERA). Previously, she served as the President of the National Association of State Election Directors (NASED), a member of the Election Assistance Commission’s Technical Guidelines Development Committee, and the Department of Homeland Security’s Elections Critical Infrastructure Government Coordinating Council and the Sector Coordinating Council. She was a founding member of the Elections Infrastructure Information Sharing & Analysis Center.
Overall, she has 28 years of experience leading both state and local elections, working in the elections private sector space, and leading a national elections non-profit organization. She has dedicated her career to conducting safe, secure, and accessible elections for voters across the country.
Lori lives in the Puget Sound region and is a graduate of the University of Washington, holding a BA in politics, philosophy, and economics.
