Election Security Navigator Guidebook

This guidebook is a resource for states considering implementing a navigator program to enhance support to local election offices. Navigator programs empower states to apply the expertise of a small group of personnel broadly, resulting in a force multiplier effect across jurisdictions. The guidebook explains the navigator program concept, areas navigators might support, funding and resource considerations for various programs, and the different navigator program models. 

This guide draws on experiences from states with existing programs and is intended to help with the implementation or expansion of navigator programs. Successful navigator programs supplement limited resources on the local level to improve the security of the Nation’s election infrastructure.
