Infrastructure Resilience Planning Framework (IRPF) Playbook

An IRPF Instruction Set

The IRPF Playbook is a supplementary, how-to guide to assist critical infrastructure stakeholders in executing IRPF guidance to incorporate infrastructure resilience into planning so that communities can become more secure and resilient in the face of multiple threats and changes. Designed as a companion to the main IRPF, this Playbook offers users concise instruction and highlights useful resources for accomplishing key actions within each of the five steps for planning for infrastructure resilience and security. The Playbook also provides a narrative hypothetical illustration of how a community might conduct planning using the various steps of the IRPF.

The IRPF Playbook is voluntary and does not: constitute any regulations, define mandatory practices, provide a checklist for compliance or carry statutory authority. It is intended to be a set of guidelines, best practices, and awareness to planning resources.

The IRPF Playbook can be used by anyone with interest in applying the IRPF; however, intended users include: 

  • State, local, tribal, and territorial government planners
  • Regional planning and development organizations
  • Multi-jurisdiction or multi-sector collaborative groups
  • Planning assistance providers
