Federal Risk Management Process Training Program (FRMPTP)
Description
The Federal Risk Management Process Training Program (FRMPTP) certifies students on the Interagency Security Committee (ISC) Risk Management Process (RMP) for Federal Facilities, a risk assessment methodology and risk tool. Both are the first to be certified by the ISC with experienced security practitioners developing this course.
Learning Objectives
Participants will master how to determine a Facility Security Level (FSL), identify a baseline Level of Protection (LOP), assess risks, determine the Necessary or Highest Achievable LOP, implement customized LOP, and measure performance. Participants will also master how to assess threat, vulnerability and consequence utilizing the Design-Basis Threat (DBT) Report.
Risk Management Process Tool
Participants receive the first Interagency Security Committee (ISC) certified and approved Risk Management Process (RMP) Tool designed to automate the process of calculating facility security levels and identifying the relevant countermeasures associated with diverse types of threats. Updates to the tool are provided at no extra charge.
Compliance
The Federal Risk Management Process Training Program (FRMPTP) provides a path for security practitioners to understand risk assessment methodologies and processes that can then be applied for compliance purposes. The team’s goal is to provide federal facility risk assessment training to all agencies to empower them to establish timelines for phased compliance metrics and successfully meet compliance requirements.

Prerequisites
There are several pre-requisite courses which must be completed prior to attending the Federal Risk Management Process Training Program (FRMPTP). These requirements can be completed through one of the following options:
1. Complete the 5 online modules.
*With the release of The Risk Management Process: An Interagency Security Committee Standard – 2024 Edition (RMP Standard), the Federal Emergency Management Agency’s Emergency Management Institute removed the following Independent Study series courses from its website to update and align each course with the updated RMP Standard. he ISC anticipates the IS series courses to be back online by the beginning of fiscal year 2025. In the interim, the ISC’s in-person and virtual, instructor led training courses (VILT) are available.
- IS-1170 – Introduction to the Interagency Security Committee (ISC): This course provides an overview of the history of the ISC, its mission and organization, and a basic outline of the ISC Risk Management Process (RMP).
- IS-1171 – Overview of Interagency Security Committee (ISC) Publications: This course provides an overview of ISC facility security standards and policies and other documents that support the Risk Management Process (RMP).
- IS-1172 – Risk Management Process (RMP) for Federal Facilities - Facility Security Level (FSL) Determination: This course provides Federal personnel with responsibilities for security-related policies, programs, projects, and/or operations for their department or agency an overview of the process to determine the Facility Security Level (FSL) for a Federal facility.
- IS-1173 – Levels of Protection (LOP) and Application of the Design-Basis Threat (DBT) Report: This course provides Federal personnel with responsibilities for security-related policies, programs, projects, and/or operations for their department or agency an overview of the process to determine the appropriate level of protection (LOP) for a Federal facility.
- IS-1174 – Facility Security Committees (FSC): This course provides Federal personnel with an overview of Facility Security Committees (FSC), including: their members, their roles and responsibilities, and policies and procedures for FSC operations and decision-making.
2. Participate in an ISC RMP and FSC Training course.
The ISC hosts numerous in-person and virtual, instructor-led RMP and FSC training courses throughout the year. Courses are held in half-day sessions and are offered at no cost to participants.
NOTE: It takes a minimum of 24 to 48 hours to receive access to the on-line courses. Please take this timeframe into consideration when completing the on-line courses prior to attending.
