Chemical Security Assessment Tool (CSAT) Information Collection 1670-0007

CFATS Announcement

As of July 28, 2023, Congress has allowed the statutory authority for the Chemical Facility Anti-Terrorism Standards (CFATS) program (6 CFR Part 27) to expire.

This means that CISA cannot enforce compliance with the CFATS regulations at this time. This includes the collection of information related to the CFATS regulation. Therefore, CISA is currently not collecting information under the CSAT Information Collection, OMB Control Number 1670-0007. If you have further questions, please contact us at CFATS@hq.dhs.gov.

The Paperwork Reduction Act (PRA) requires federal agencies to take specific actions before requiring or requesting information from the public. This includes posting notices informing the public about new programs and policies and seeking comments from the public through information collection requests (ICR), which are published in the Federal Register. The Office of Management and Budget (OMB) manages this requirement and grants approval for requests of information.

These are the Federal Register notices and ICRs related to the Chemical Security Assessment Tool (CSAT) Information Collection 1670-0007.

  • Notice to Extend the Public Comment Period for ICR 1670-0007 (88 FR 30781). CISA published this notice to extend the comment period for the 30-day notice for ICR 1670-0007 from May 22, 2023, to May 26, 2023, in order to account for an error with the initial website to which comments are submitted. Published May 12, 2023.
  • 30-Day Notice (88 FR 24435) to solicit comments for a revision to OMB Information Collection 1670-0007. This submission proposes to renew the information collection for an additional three years and update the burden estimates associated with collecting information in CSAT (i.e., User Registration, Top-Screen, Security Vulnerability Assessment, Site Security Plan, and Alternative Security Program, etc.) for CFATS. Published April 20, 2023.
  • 60-Day Notice (87 FR 79337) to solicit comments for a revision to OMB Information Collection 1670-0007. This notice proposed to make revisions to the User Registration and SSP instruments and update the burden estimates associated with collecting information in CSAT (e.g., User Registration, Top-Screen, Security Vulnerability Assessment, Site Security Plan, and Alternative Security Program) for CFATS. Published December 27, 2022.

  • Complete information collection package and Notice of Action (Ref No. 201905-1670-001) issued by OMB to the Agency authorizing the revised burden estimates and authorizing CISA to collect information using approved instruments.
  • 30-Day Notice (84 FR 19929) to solicit comments for a revision to OMB Information Collection 1670-0007. In this notice, CISA responds to one commenter who submitted multiple comments in response to the 60-day notice and revised the burden associated with an instrument (Identification of Additional Facilities and Assets at Risk). Published May 7, 2019.
  • 60-Day Notice (84 FR 2558) to solicit comments for a revision to OMB Information Collection 1670-0007. This submission proposed to renew the information collection for an additional three years and update the burden estimates associated with collecting information in CSAT (i.e., User Registration, Top-Screen, Security Vulnerability Assessment, Site Security Plan and Alternative Security Program, etc.) for CFATS. Published February 7, 2019.

  • Complete information collection package and Notice of Action (Ref. No. 201604-1670-001) issued by OMB to the Department authorizing the revised burden estimates for the instruments based on data collected since 2012 on how the tools are used. The revised estimate also accounts for the updates that the Department made to the questionnaires in order to implement the improved tiering methodology and incorporate the DHS estimates of the efficiencies that will be gained by the new, streamlined questionnaires. Issued on July 14, 2016.
  • 30-Day Notice (81 FR 21887) to solicit comments for a revision to OMB Information Collection 1670-0007. Published April 13, 2016.
  • 60-Day Notice (80 FR 72086) to solicit comments for a revision to OMB Information Collection 1670-0007. Published November 18, 2015.

  • Complete information collection package and Notice of Action (Ref. No. 201303-1670-001) issued by OMB to the Department authorizing the revised burdens for the instruments based upon historical data since the implementation of the collection. Several of the instruments were refined to reflect the maturing regulatory program. The Chemical-Terrorism Vulnerability Information (CVI) Training and User Authorization instrument was removed from this collection and remains only in the CVI collection (see 1670-0015). Issued on October 11, 2014.
  • 30-Day Notice (78 FR 16694) to solicit comments for a revision to OMB Information Collection 1670-0007. Published March 18, 2013.
  • 60-Day Notice (77 FR 74678) to solicit comments for a revision to OMB Information Collection 1670-0007. Published December 17, 2012.

No. 201001-1670-007) issued by OMB to the Department authorizing the revised burdens for the instruments based upon historical data since the implementation of the collection. Several of the instruments were refined to reflect the maturing regulatory program. The CVI Training and User Authorization instrument was removed from this collection and remains only in the CVI collection (see 1670-0015). Issued on March 19, 2010.
  • 30-Day Notice (74 FR 48994) to solicit comments for a revision to OMB Information Collection 1670-0007. Published September 25, 2009.
  • 60-Day Notice (74 FR 31459) to solicit comments for a revision to OMB Information Collection 1670-0007. Published July 1, 2009.

Previous ICR Expired 5/31/2011

  • Collection information collection package and Notice of Action (Ref. No. 200809-1670-002) issued by OMB to the Department authorizing the revised minor change to the CVI Authorization that did not affect the burden of the instrument. The minor change renamed the instrument to the CVI Training and Authorized User Application and removed the non-disclosure element in the instrument. Issued on October 24, 2008.
  • 30-Day Notice (73 FR 4886) to solicit comments for OMB Information Collection 1670-0007 (Helpdesk, User Registration, CVI Authorized User Training and Application, Top Screen, SVA, and SSP). Published January 28, 2008.
