Resilience Planning
CISA's Resilience Planning guidance and services support federal, state, local, tribal, and territorial government officials and infrastructure owners and operators in planning, designing, and implementing solutions that enhance the security and resilience of critical infrastructure against a variety of threats.
Overview
Resilience Planning guidance and services indorse an interdisciplinary and partnership-based approach to incorporating resilience strategies and policies into all phases of critical infrastructure planning, design, construction, and maintenance. This holistic approach helps public and private owners and operators, and state, local, tribal, and territorial planners and policy makers effectively prioritize and integrate resilience measures into policies, plans, designs, and operational procedures.

Infrastructure Resilience Planning Framework (IRPF)
The IRPF is step-by-step planning guidance and resources to inform long-term planning and investment decisions. The IRPF encourages partnering with local governments, planners, and the private sector to enhance the understanding of and planning for infrastructure resilience.

Hazard & Infrastructure Planning Guides
CISA's Hazard Guides provide state, local, tribal, territorial and regional planners with information and reference resources to support them in identifying, understanding, and planning for hazard risks to interconnected critical infrastructure systems to build resilience.
Drought Guide
The Drought & Infrastructure: A Planning Guide (Drought Guide) was developed for localities and infrastructure owners and operators as a quick guide to drought forecasts and to consider how drought can affect infrastructure operations.

Recovery Support
As resources allow, CISA's Service Delivery Branch can provide critical infrastructure resilience planning advisory support to states, tribes, territories, and localities in coordination with lead federal agencies and CISA Regions during declared disaster recovery efforts.
