Chemical-terrorism Vulnerability Information (CVI) Authorized User Training
Description
CFATS Announcement
As of July 28, 2023, Congress has allowed the statutory authority for the Chemical Facility Anti-Terrorism Standards (CFATS) program (6 CFR Part 27) to expire.
Therefore, CISA cannot enforce compliance with the CFATS regulations at this time. This means that CISA will not require facilities to report their chemicals of interest or submit any information in CSAT, perform inspections, or provide CFATS compliance assistance, amongst other activities. CISA can no longer require facilities to implement their CFATS Site Security Plan or CFATS Alternative Security Program.
CISA encourages facilities to maintain security measures. CISA’s voluntary ChemLock resources are available on the ChemLock webpages.
If CFATS is reauthorized, CISA will follow up with facilities in the future. To reach us, please contact CFATS@hq.dhs.gov.
Chemical-terrorism Vulnerability Information (CVI) is used to protect information developed under the Chemical Facility Anti-Terrorism Standards (CFATS) regulation (6 CFR Part 27) that relates to vulnerabilities of high-risk chemical facilities that manufacture, use, store, or otherwise possess certain explosive, reactive, flammable, or toxic chemicals of interest (COI).
Note: CVI Authorized User Training is not currently available online due to the lapse of CFATS authorities. For questions on accessing historical CVI data or applying to be a CVI Authorized User, please email CFATS@hq.dhs.gov.
This self-paced, online, interactive training goes over the requirements, responsibilities, and rules of CVI Authorized Users. CISA will review the information you provide upon completion of this training and, if you are approved as a CVI Authorized User, CISA will notify you with an email providing a unique CVI Authorized User number and certificate to confirm your status.
Note: Only CVI Authorized Users with a need to know can have access to CVI. This training does not make any determination on your need to know the CVI. The holder of the CVI or an appropriate CISA official will make this decision each time a request for access to or disclosure of CVI is made.
