This online Resilience Assessment Resource Matrix (RARM) aids MTS Guide users in performing resilience assessments by providing access to a library of analytic resources categorized by:
- SCOPE of the system being assessed;
- TIER or complexity of the assessment; and
- OBJECTIVE the resources can support.

CISA is continually refreshing our resilience assessment resource matrix that provides our MTS Guide users with the most recent tools, methods, data sources, etc. If you have a resource that would make a great addition to the MTS Resilience Assessment Resource Matrix, please email the suggestion to resilience@cisa.dhs.gov. CISA's Resilience Services Branch will review and add it to the matrix, if it meets our criteria.
The Resilience Assessment Resource Matrix was co-developed under a Memorandum of Agreement with the United States Army Corps of Engineers, Engineering Research and Development Center (USACE-ERDC) using a special Congressional appropriation for the agencies (members of the U.S. Committee on Marine Transportation Systems) and other resources.
